ABOUT THE CENTRE

The Centre for Research and Studies in Land, Mining and Real Estate Laws (‘CRSLMREL’) was set up at WBNUJS during the academic year 2019-20. The Centre functions under the supervision of Dr. M.P. Chengappa (Assistant Professor (Law), NUJS).

Issues related to land acquisition, real estate and mining laws are fundamental to questions pertaining to environmental law, the efficacy of regulatory regimes, functioning of the market economy, and social welfare. Therefore, discourse around land, mining and real estate law is extremely important. Many law firms across the country have dedicated teams, especially for this purpose. The pendency of cases pertaining to these fields shows that land acquisition, real estate-related disputes, and mining regulations form a very crucial field in the legal industry.

CRSLMREL aims to create awareness and guide discourse in the above-mentioned fields in academia by conducting studies, consulting with stakeholders, creating resource materials, and conducting capacity-building programs with the industry professionals.

AIMS AND OBJECTIVES OF THE CENTRE

The key aims and objectives of the Centre are as follows:

  • To provide for and conduct various studies including research, policy reforms, capacity building-both solely and in collaboration with the governmental and non-governmental organizations;
  • To make relevant interventions in academia and policy formulation in these fields that guide regulation, governance, and litigation;
  • To provide consultation to all the stakeholders, including governmental and non-governmental organizations, including community and civic society.

PAST ACTIVITIES OR EVENTS

The Centre had organized a One Day National Seminar on the ‘Legal Aspects of Uranium Mining in India: Issue and Concerns” held on 27 September 2019, organised by the West Bengal National University of Juridical Sciences in Collaboration with Uranium Corporation of India Limited.

The centre in co-ordination with Easter Coalfields Ltd organised field visit to Jhanjra coal field, Asansole, West Bengal to the students of mining laws on 30th & 31st January, 2020. The field visit helped students learn about various applicable laws for both underground and open cast mining activities which are in force. Besides, the filed visit enables the students to witness first hand theoretical and practical nuances of the subject. In addition, the Senior officers arranged separate interactive sessions to understand the various aspects of coal mining activities.

Dr. M.P. Chengappa

Dr. Chengappa Pursued his B.A., L.L.B degree in the year 2006 from the University of Mangalore, and LL.M (2008) from the University of Mysore with First Rank and Gold Medal. He has also has done his M.A in Public Administration in 2012 from KSOU. Between the years 2008 and 2011, he served as a full-time Research Scholar at the Department of Studies and Research in Law, University of Mysore, and obtained his Doctorate in 2012 in the areas of Mining Laws. He served as Research Officer under the Chair on Urban Poor and Law at the National Law School of India University, Bangalore. Dr. Chengappa has also served as visiting faculty under the Linnaeus-Palme Academic Exchange Program at the Royal Institute of Technology (Sweden, Stockholm) and delivered lectures on water law. . He has been working as an Assistant professor at NUJS since January 2013. His area of interests is Public Law, Administrative Law, Environmental Law, Land Acquisition, Housing and Real Estate, Energy, Mining, and Petroleum Laws. Presently he is heading centre for research and studies in Land, Mining, and Real Estate laws.
